Rental Housing Development Incentive

Build rental housing. Keep the municipal tax increase.

Shellbrook has effectively no rental inventory, which limits workforce attraction for every employer in the region. The Rental Housing Development Incentive rebates the municipal taxes generated by the new assessment your project creates.

Eligible projects include purpose-built apartments and multi-unit developments, long-term rental townhouses, senior and workforce housing, and the conversion of commercial, institutional, or underutilized buildings into rental units.

Rebates apply to the municipal portion of taxes on the incremental assessment created by the development. The rebate may be combined with provincial housing incentive programs for which the applicant qualifies.

Secondary Suites

Add a rental suite. Five years, full municipal tax rebate.

A legal secondary suite adds a long-term rental to the community and income to your property. New secondary suites qualify for a 100 percent rebate of the municipal taxes on the suite's added assessment for five full years.

May be combined with the Saskatchewan Secondary Suite Incentive Grant which provides 35 per cent of the total price to construct a new secondary suite at an owner’s primary residence, to a maximum of $35,000 for a qualifying suite.


The final date to incur eligible construction costs has been extended from March 31, 2026, to March 31, 2027. Construction must be completed and applications received by December 31, 2027. View the full program details below:

Commercial & Industrial Investment Incentive

Invest in a new build, expansion, or redevelopment.

The Commercial and Industrial Investment Incentive rebates the municipal taxes on the new assessment created by qualifying projects. It applies to new commercial and industrial buildings, multi-tenant and mixed-use developments, building additions and major renovations, and the redevelopment of vacant or strategic properties.

The minimum eligible investment is $250,000. Rebate length increases with the size of the investment.

Employment incentive

Projects that create new permanent full-time jobs qualify for an additional rebate year. Five to nine new jobs add one year at 50 percent. Ten or more new jobs add one year at 100 percent.

Strategic Investment Projects

Council may designate major projects that create significant employment, redevelop a priority property, or fill a service gap as Strategic Investment Projects, with enhanced incentives considered case by case.

Sectors of particular interest include agricultural services and equipment, manufacturing and processing, hospitality and accommodation, healthcare, and retail.

How does the rebate work?

You pay municipal property taxes in the normal manner. The Town then rebates a set percentage of the municipal taxes generated by the incremental assessment, which is the increase in assessed value created by your new construction, expansion, or suite. The rebate schedule depends on the program and project size.

Does the municipal rebate stack with provincial programs?

Yes. The municipal rebates may be combined with provincial housing and secondary suite incentive programs for which you qualify. Contact the Town Office for current provincial program details.

What is the minimum investment for the commercial and industrial program?

The minimum eligible investment is $250,000. The rebate period increases with the size of the investment, and projects that create new full-time jobs may qualify for an additional rebate year.

Who can apply for the secondary suite rebate?

Any property owner adding one new legal secondary suite that is approved and occupied as a long-term rental. One secondary suite per property is eligible.

When does the rebate period begin?

The rebate applies once the completed project is assessed and taxed at its new value. The Town Office will confirm timing for your specific project when you apply.
